Short Profile

I graduated from Land Registry and Cadastre Vocational High School in 1984 and Istanbul Technical University-Department of Geomatics Engineering in 1988.

After graduation, I started to work as an engineer in the General Directorate of Land Registry and Cadastre (TKGM), Department of Photogrammetry and Geodesy in 1989, and received specialized training in Photogrammetry at the University of Stuttgart between 1990 and 1991. After returning from Germany, I worked as a system engineer in photogrammetric map production and GIS (geographic information systems) projects at TKGM.

Following I was appointed as the Head of the Photogrammetry and Geodesy (Geomatics) Department in 2004, managed TUSAGA-Aktif (Turkey National GNSS Network-RTK), first cadastre projects, National Geo-meta Data Portal, National Orthophoto Production & web services, Beechcraft B350i aircraft purchase equipped with a digital aerial camera, and supply of oblique aerial camera and software for the production of 3D city models. I also carried out the feasibility report of TUCBS (Turkish National Spatial Data Infrastructure-NSDI) and the founded General Directorateof  GIS as acting General Director, under Ministry of Environment and Urbanization .

In March 2018, I was appointed as the Head of the Information Technologies Department of TKGM. As the Head of Information Technologies, I managed WebTapu 2.0, e-Lien, New Title Deeds with QR Code, Management Information System, Web Conference System, Cloud-TKGM, e-TapuCadastre Satisfaction Survey, e-Employee Satisfaction Survey, and similar applications. 

In 2017-2018, I coordinated “Afghanistan Institutional Development Program for Land Administration-IDPL“, which was prepared with the support of TKGM and I was awarded the “Afghan State High Medal” by the President of Afghanistan.

I retired from the TKGM in May 2019 and worked as a ” Senior International Land Administration Advisor” in the World Bank-funded Afghanistan Land Administration System Project (ALASP) until December 2020.

After my assignment in Afghanistan, I served as a Land Administration and Geomatics Advisor in various international projects.

Since November 2022, I have been working as an Advisor at Atay Engineering Company.

Together with my colleagues, I have over seventy Turkish and 35 English presentations/papers and I wrote a book titled “Land Registry And Cadastre In Turkiye”.

During my career, I gave Geographic Information Systems, Vocational Foreign Language, Photogrammetry, and Cartography lectures at Afyon Kocatepe, Hacettepe, Gazi, and Haci Bayram Veli Universities.

I can speak/listen/write/read English at the advanced level, German at the intermediate level, and Persian at the beginners level.
